What does God say about forgiveness? What about someone who is living continually in sin? Should we forgive him/her?

We are to forgive as God for Christ’s sake has forgiven us (Ephesians 4:30-32). “Forgive us our debts, as we forgive our debtors” (Matthew 6:12).
