Answer:
Jesus has this authority, for He is God the Son, whom the Father sent to be the Saviour of the world (1 John 4: 14).

“When Jesus had ended these sayings [in Matthew 5-7], the people were astonished at His doctrine: for He taught them as one having authority, and not as the scribes” (Matthew 7:28, 29). We praise the Lord that He has put us “not under the law, but under grace” (Romans 6:15).
